Water Bore Drilling around Wellington
The Department's water resource plan says the Bell Valley alluvium extends along the lower 24 km reach of the Bell River upstream from Wellington, and that its northern boundary is shared with the Upper Macquarie alluvial resource unit. The 2012 Macquarie Bogan background document records that groundwater yields, sufficient for irrigation supplies, are limited in most wells to periods when the Bell River is running and up to eight weeks after it ceases to flow. That is an irrigation-supply statement from 2012, not a promise about a household bore, and no yield or depth is stated here.
The same document calls the Wellington Caves, on the Bell River, an important environmental asset, and the fractured-rock plan's list includes a Wellington karst. A household bore approval must not be granted within 100 metres of a listed karst if, in the Minister's opinion, the bore is that close. This page does not say whether any address sits over the Bell alluvium, the Upper Macquarie alluvium or the rock; that is for the Department to say.

Permits and Dubbo Regional Council rules
Whether a bore at a given address is approved is for the NSW Department to decide: it says you need a water supply work approval to construct a groundwater bore, including a household one. No Dubbo Regional Council rule on bores was read for this page.
